The company, which has an operating agreement with the Department of Fisheries and Oceans that expires on Sept. 30, had requested a 10 per cent reduction of its annual quota for the tuna in 2014 but decided to pursue a 10 per cent reduction instead and a five per cent reduction from 2015.
The company plans to apply a five per cent reduction in 2015 and four per cent next year, according to Environment Canada.
Cape Breton mayor Bob Hall and other residents said the proposal by Aquapro to scale down the quota amounts to the province dumping resources into its own backyard rather than helping the industry compete with low prices in Canada.
"They're taking our money and they're basically throwing it away and that's totally wrong, " Hall said.
"We have to be able to compete on price, whether it's subsidized or not. In order for me to do my job I have to compete. "
Aquapro plans to apply for permits in the upcoming months to expand the fish farm on Langton Road and at a second site in Lac La Biche by building additional tankers. The company is also looking at the possibility of laying off its own staff so it can buy fish.
Aquapro will be paying about $80, 000 a year to fish on Langton Road and Lac La Biche by the fall.
There are three fish farms on the Langton Road farm but only two are large enough to produce enough for the average family, said Doug Wilson, the group's director.
An Aquapro staff member said the company had been trying to get more space on the Langton Road farm to meet the needs of growing salmon farms in Lac La Biche.
He said he didn't know whether that would change when permits to expand the farm on Langton Road and Lac La Biche are approved.
Wilson said some of the community members have raised concerns about increasing costs, but not enough to stop them from pushing for increased transparency for companies planning to expand in the region.
"There's no right to a voice here — what's been going on isn't right, " Wilson said. "The fact we're fighting for what we feel is a good thing doesn't matter. This is not how this government looks at this or the fact they're trying to do it. "
The city also says Aquapro was not responsible for the contamination caused by a small pipe near Langton Road in mid-February that burst and contaminated one of the tanks on the farm.

Moyes has promised to give his team the same amount of playing time that they would give a home game.
He points to the performances of Carroll this season, who he claims should have earned him the £80million paid by Liverpool to sign the winger in the summer.
And when asked if he believes he has reached the level of Carroll after playing only 17 league games so far, the Spaniard said: 'I don't know where you are going with this. No, it doesn't take away from us playing well.
'I have said all our time that we will try to do all we can to keep that pace. '
In front of an audience of a quarter of a million, Moyes has confirmed a return to Premier League football next season, but insists he wants more time to learn.

Moyes also reveals there is a clear focus on the transfer window, which begins on Monday with Liverpool's final day before they face Burnley.
